Am i qualified for FASFA no green card?

OK , I'm an in-state resident , I got legal papers , i got social-security number , i got everything , except the green card. the green card is suppose to come in anytime , but i just don't have it yet , its in PROCESS. i also pay yearly taxes . so am i qualified for FASFA aid? . i filed on fasfa website , and they said i'm eligible for this amount of money XXXXX. now my university want prove papers to check fasfa , and they are giving me trouble about not having green card........ can they do that? thank you
