Which one of these options is best recomended to build arm muscle mass and strength? plz answer :)) ?

it's not so complicated. Start working out, you want to do more then just your arms, or you'll make yourself uneven and you'll burn your arms out. Ideally you want to work a muscle group once day per week e.g. shoulders- day one, chest-day two, back-day three, bi's and tri's day four and legs on day five, rest two days, it's important. You don't need to consume large quantities of anything, just eat a sensible and enjoyable wholesome meals. Your at the beginning of your prime of life, think long term, you don't want to go with any program that's too difficult, either diet or exercise, or you'll quit and your mind will record the failure, making your next try more challenging. You also want it to stay enjoyable, so you learn proper form and techniques ( practice is needed) and you allow your brain and body time to catch up to your mind's new ambitions ( your digestion, sleep, energy, mood, etc, will all improve over time, and need to again to keep up, without letting you down. At your age it's also very important to keep things sensible, as your developing still hormonally, and can mess that up for life if you push yourself to hard, so don't be in a rush, you will see slow and steady will get you there!
